I have laid before the Lords Commissioner of Her Majesty's Treasury, your letter of the 9th instant, on the subject of the Hongkong and Shanghai Bank, and also Mr. Meade's letter of the 15th instant, pointing out the inconvenience caused by delay in permitting the establishment of Branches of that Bank in the Fuzhou Settlement.
